Phase I scope of work (Site surveying & evaluation) .

1. Scope of Work for Site Surveying and Evaluation includes all work and material (e.g. car, digital cameras, GPS, binoculars, etc.) needed to access, identify, evaluate and document candidates for ir potential use in a wireless telecommunication network. In addition, our vendor represents itself as a professional in field of Site Acquisition Services and possesses basic knowledge and skill to complete below listed tasks accurately, completely and professionally. work to be carried out must comply with following specifications, relevant local standards and rules, laws and regulations.
2. Based on Project supplied design parameters, Radio Planning team will define a Search Area Map (SAM) that will define SAM Number, SAM Name, search area size, location, height, coordinates number of sectors and may provide a written description of intended site coverage area. may also attach specific candidates for evaluation, as well as photographs of se pre- selected sites to SAM and accurately locate sites on map.
3. SAM will be provided to our vendor using a General Transmittal Form. This form will be signed and dated . This date will be reflected in project database, and all vendor deployment milestones start from this date.
4. our vendor SA Team will provide candidates that best meet requirements defined in Search Area Map (SAM) provided (Identify minimum 3 candidates).
5. Minimum 3 complete and individual Site Acquisition Report (SAR) has to be produced by SA Team using accepted format taking into consideration terrain, existing obstacles, height and or factors when determining what sites will meet requirements of SAM. In addition, all
candidates shall meet following criteria:
• Leas able, within timeframe and within a reasonable annual cost as defined .
• Permittable, all necessary governmental, private or or site related permits or approvals required to construct and operate a telecommunication site within a reasonable time frame
• Constructable, at a reasonable cost and in a reasonable timeframe
6. If pre-selects candidates for identification and evaluation by vendor Team, and for some reason candidates selected cannot be leased or constructed, vendor will provide written proof of se facts in form of SAR Summary. vendor team will develop additional candidates.
7. vendor team will complete SAR Summary for each received SAM. SAR Summary will include a list of site names and numbers being provided for evaluation, along with ir latitudes and longitudes and heights. If re is no candidates can be produced, reason will also be noted in Site Acquisition Comments section. vendor team will also use Comments section to provide additional information about site that could make RF team decision process easier (i.e. past dealing with a favorable property owner).
8. vendor Team will provide a copy of Project Standard Lease Agreement to Property Owner and negotiations for a Lease Agreement will begin during first meeting with Property Owner. Also, if available, a Landlord Information Package will be delivered to all prospective site owners during first meeting with him.
9. vendor will be responsible for production of Site Acquisition Reports (SARs) within nine (9) business days of receiving Site proposal form
10. SAR will provide an accurate and detailed evaluation of candidates. SAR is to be neatly typed in English language. Each SAR shall include owner information, access hours (24 hours a day/ 2 days a week required) and path, permitting information, easement information, construction information, power connection information, street maps, obstacle diagrams and a site sketch. information shall be transmitted in format accepted.
11. vendor is responsible for all site related photographs in SAR. Photographs will include, but are not limited to, a panoramic photograph, photographs of rooftop, Radio Equipment location, rooftop access, Greenfield site access, power supply, structural photos of rooftop, antenna locations, obstacle photographs, and a photograph of front of site.
12. One of most important sections of SAR is Panoramic Photograph. A total of Six (6) photographs are required for panoramic picture (0, 30, 60.............. 330 degrees). compass directions should be marked every 30 degrees on photo starting at 0 degrees (0, 30, 60, ............. 330 degrees), specific antenna sectors (for example 0, 120 & 240 degrees) will be marked and labeled. photographs should provide a continuous 360-degree photo.
13. panoramic photograph will clearly identify (with an arrow) all or potential or acquired sites to help transmission planners with Line Of Sight (L.O.S) information. If site conditions require, vendor SA Team will take panoramic photographs from antenna radiation center using a mechanical lift. If this is required, or from highest point depending on case.
14. L.O.S matrix shall be issued from Transmission Team contains two (2) links to be checked in site survey. vendor SA TEAM will make a complete line of sight survey for two links.
15. Upon receipt of SAR, will review package for completeness and accuracy. If SAR is not accepted or re is missing information, SAR will be returned to vendor SA TEAM for correction within two (2) business days. vendor realizes that time is of essence and that completing SAR accurately, on time and without need for correction will reflect on his future work allocated .
16. SAR is given to Radio Planning for Evaluation. vendor shall receive this information in a formal Site Evaluation form. evaluation shall contain more detailed information on number of antenna, sectors, and heights.
17. If for any reason Alpha Project Radio Planning or Transmission Planning need furr information or testing to determine if site can be approved, M vendor SA TEAM will arrange for access to be provided for Drive Test and Line of Sight Test teams and accompany se teams during testing if required.
18. Upon approval of Lease Agreement and all necessary Easement Agreements, vendor will arrange a date for property Person to sign lease contract with Property owner.
19. Technical Site Survey shall be conducted in parallel with above-described leasing process. vendor will schedule Technical Site Surveys within three (3) days of Site Evaluation and complete Technical Site Survey within five (5) days of Site Evaluation.
20. vendor is responsible for clarifying all issues surrounding site design and requirements at Technical Site Survey and to create, in cooperation with vendor Construction Supervisor, a detailed site sketch that will be used as basis for Permit Drawings.
21. At conclusion of Technical Site Survey, all groups shall decide if site is approved or rejected. At this point Technical Site Survey complete milestone is achieved. If site is approved n The vendor will immediately start Permit Drawings. If site is rejected vendor must schedule new Technical Site Survey for or candidates within two (2) business days. Lease negotiations should also be intensified with additional candidates at this point. If no or ranked candidates exist, vendor must eir identify new candidates within SAM, or in cases where no or candidates are available in SAM, submit a request for redesign
